If a Question Submitter cannot submit questions created by a Question Drafter, there are two possible scenarios:
1. The questions were saved as a draft instead of being assigned to the Question Submitter. The Question Drafter must assign the questions to the Question Submitter.
2. The questions have been assigned to another Question Submitter. That Question Submitter either can submit these questions or assign it to the correct Question Submitter.
